Principal Deputy Director
Richelle West Marshall serves as the Principal Deputy Director for Women's Health in the Office on Women's Health (OWH) at the U.S. Department of Health and Human Services (HHS). With more than 20 years of leadership experience across federal, state, and local government, she provides enterprise-level executive leadership and strategic direction for OWH's national women's health portfolio, including organizational development and strategy, programs, operations, workforce, and resources. Her leadership bridges executive management, public health policy, healthcare systems improvement, and research to advance national women's health priorities and strengthen organizational performance.
Ms. West Marshall leads and supports national initiatives focused on improving women's health outcomes through evidence-based strategies, healthcare quality improvement, research and data, and collaboration across government and healthcare systems. She provides strategic oversight of healthcare improvement initiatives, national research and data efforts, public health education, and partnerships that help translate evidence into policies, programs, and practices. Her work emphasizes strengthening healthcare systems and fostering collaboration across federal agencies, healthcare organizations, and other stakeholders.
Throughout her tenure at OWH, Ms. West Marshall has guided the Office through organizational and programmatic transformations while maintaining focus on its mission and national priorities. Her executive responsibilities encompass organizational development, strategic planning, fiscal and operational stewardship, acquisition and grants management, workforce transformation, and organizational performance. She brings an integrated approach to leadership that aligns policy, research, operational resources, and strategic partnerships to advance public health objectives and deliver measurable results.
Prior to joining OWH, Ms. West Marshall held senior leadership positions with the U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration and the Health Resources and Services Administration's HIV/AIDS Bureau. Her career also includes leadership experience in state and local government, providing a broad perspective on public-sector administration, organizational management, and the coordination of complex programs across multiple levels of government.
Ms. West Marshall holds a Master of Business Administration with a concentration in Healthcare Administration and is a graduate of the Federal Executive Institute's Leadership program.
